Charter School Board Governance Models

Here are a few effective and easy-to-implement charter school board governance models that have been utilized by charter schools. From my research the Carver Policy Governance Model is the most popular governance model used at Hawaii Chartered Public Schools.

  1. The Strategic Governance Model: This model is similar to the Carver Policy Governance model, but places more emphasis on setting strategic goals and objectives for the school. Boards using this model create strategic plans that outline specific goals and objectives, which are then used to guide the work of the board and school staff.

  2. The Lighthouse Governance Model: This model focuses on developing a clear vision and mission for the school, and building a culture of leadership throughout the organization. Boards using this model work to create a shared vision and mission for the school, and then work to align all of their actions and decisions with this vision and mission.

  3. The Consensus Governance Model: This model emphasizes collaboration and shared decision-making among all members of the board. Boards using this model work to build consensus around key decisions, and strive to create a culture of collaboration and teamwork among all board members.

  4. The Carver Policy Governance Model: This model is a widely used governance model for non-profit organizations, including charter schools. Developed by John Carver in the 1990s, this model is designed to help boards of directors focus on strategic decision-making rather than day-to-day operations.

  1. The model is based on a set of policies that are created by the board and reviewed regularly to ensure they remain current and relevant. These policies provide guidance and direction to the school staff, and include policies on the school's mission, goals, and objectives, as well as policies on financial management, personnel, and other operational areas.

  2. Under this model, the board delegates authority to the school staff to implement the policies, but retains ultimate accountability for the school's performance. The board evaluates the school's progress based on pre-defined performance measures and outcomes.

  3. The Carver model emphasizes the separation of board and staff roles, with the board focused on governance and strategic decision-making, and the staff responsible for day-to-day operations. This clear division of roles helps ensure accountability and transparency in the governance process.

  4. One of the strengths of the Carver model is its adaptability to different organizations and contexts. The model allows boards to tailor policies to the unique needs and circumstances of their school, while still providing a clear framework for governance.

  5. The set of policies created by the board in the Carver Policy Governance model is commonly referred to as the "Board Policy Manual" or simply the "Policy Manual." The Policy Manual includes policies on the school's mission, goals, and objectives, as well as policies on financial management, personnel, and other operational areas. It serves as a comprehensive guide for the board's decision-making and helps ensure that the board's actions are aligned with the school's mission and strategic goals.

  6. Overall, the Carver Policy Governance model is a highly effective and easy-to-implement governance model for charter schools. Its focus on strategic decision-making, clear policies, and accountability helps ensure that charter schools are well-governed and able to achieve their mission and goals.
